The Dunes project manager Phill Hudson said earthworks on the 18-hole course at Port Hughes had been postponed by almost a year because of the drought and community complaints about dust from the site.
It comes as major backer and motor sport mogul Roland Dane revealed he had pulled out of the project, citing other business priorities.
