Long-Term Lease and Activation Opportunity: Pakenham Golf Course – Deep Creek Reserve

POSTED ON April 15, 2026 @ 4:00 pm

Cardinia Shire Council is inviting Expressions of Interest from suitably qualified and experienced parties for the long-term lease, operation, and activation of Pakenham Golf Course at Deep Creek Reserve.

This opportunity seeks proposals that support the continued use and activation of the site, while responding to its broader role within the Deep Creek Reserve precinct and the growing communities of Melbourne’s south-east.

Council is seeking market interest from parties with the capability to deliver a commercially viable and well-considered proposal for the site.

The opportunity is structured to allow proponents to respond to two reference concepts and, where appropriate, submit a preferred concept that demonstrates a stronger or more integrated approach. This may include retaining and revitalising on-course golf offerings, reconfiguring golf to a shorter-form model, introducing complementary or alternative off-course golf, recreation, hospitality, or leisure uses consistent with permitted zoning, and activating the main building and surrounding precinct as an integrated and commercially coherent destination.

The opportunity includes the potential for long-term lease tenure, site activation, capital investment and improved community, recreation, and leisure outcomes, subject to Council consideration and any required approvals and statutory processes.

An Information Memorandum has been prepared to explain the opportunity further. The formal Expression of Interest documentation is available through Council’s procurement portal.

EOI submissions will close at 2.00pm (AEST) on Tuesday 12 May 2026.

Learn more about the opportunity, including downloading the Information Memorandum and accessing Council’s procurement portal, via Council’s project information page.
