Canterbury Golf and Residents Oppose Fast-Track Housing Proposal for Pegasus Golf Course

A community petition has been submitted to the New Zealand Parliament opposing the potential fast-track redevelopment of the Pegasus Golf Club into a housing development. The petition, initiated by the Pegasus Residents Association (also known as the Pegasus Residents Group Incorporated), urges the House of Representatives to ensure the proposal is handled through standard public planning channels rather than an accelerated ministerial process.

As shown in the petition tracker below, the initiative opened for signatures on May 29, 2026, and has gained 8,469 signatures, with 25 days remaining before it closes on June 30, 2026, at 11:59 PM NZST.

The Redevelopment Proposal

The issue follows the recent purchase of the Pegasus Golf Club. Statements from the new owner indicated an intention to seek approval to redevelop the site from a golf course into a housing development. It is understood that the owner intends to pursue this redevelopment via a proposed fast-track development application.

Regional sporting body Canterbury Golf warned that this process “has the potential to see an established golf course lost from the Canterbury landscape.”

Demands for Standard Planning Processes

The formal petition request asks:

“That the House of Representatives urge the Government to ensure that any proposal to redevelop the Pegasus Golf Course is not progressed through the fast-track approvals process, and instead proceeds through standard public planning and Resource Management Act processes.”

The Pegasus Residents Group Incorporated outlined several core concerns in their official petition reason, stating:

“Pegasus was designed as a master planned community focused on open space, recreation, environmental values, and coordinated development. We believe the golf course is central to that vision. Residents are concerned that if the proposal to redevelop the Pegasus Golf Course were to be fast tracked, redevelopment could bypass safeguards, limit community input, and strain North Canterbury’s infrastructure. We think proposals of this scale should go through a full, transparent public process.”

Canterbury Golf Backs Community Petition

Canterbury Golf has formally aligned with the Pegasus Residents Association, encouraging members of both the golfing community and the wider public to review the proposal and consider signing the petition.

In a statement regarding their core mission and the value of local courses, Canterbury Golf stated:

“At Canterbury Golf, our fundamental purpose is to foster, support, and grow the game of golf throughout our region. Golf courses are more than just places to play—they are valuable community assets that provide recreation, wellbeing, environmental benefits, and opportunities for people of all ages to connect through our sport.”

While noting that the organization is “committed to supporting the growth of communities across our region,” they emphasized that they “also believe it is important to protect and preserve the golfing facilities that serve current and future generations.”
